This international seminar is organized by the Taiwan WTO & RTA Center, Chung-Hua Institution for Economic Research, and supported by Taiwan’s Office of Trade Negotiations (Executive Yaun), International Trade Administration, Ministry of Economic Affairs, and Ministry of Foreign Affairs. 

Featuring presentations by representatives from CPTPP members Canada (including APF Canada President & CEO Jeff Nankivell), Japan, Australia, Peru, Mexico, it will bring together domestic and international industry, government, academia, and research sectors to explore the benefits of the CPTPP for the economic development and supply chain resilience of various economies in the context of changing geopolitical dynamics, as well as the significance of continued membership expansion.

The aim of this seminar in Taipei is to demonstrate Taiwan's proactive spirit of "Taiwan can contribute. Taiwan is ready," foster national consensus, and expand international support for its applications to accede to the trade bloc.

The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) is currently one of the most advanced and liberalized trade agreements. With 12 member economies accounting for approximately 15% of global GDP and 5.9% of the world's population, the CPTPP plays a significant role in promoting global and Asia Pacific regional economic integration.

While India, in its 75-year existence as an independent state, has achieved much in fulfilling the dreams of Nehru and his successors to obtain major power status, why is this quest still unfinished? 

Along with the meteoric rise of China, there has been much interest in this question and in the emergence of India as a rising power. The rapidly developing U.S.-China rivalry has also given India an added importance in world politics with many viewing the country as a significant 'swing power' that can help balance China’s increasing assertiveness in the Indo-Pacific region. Certainly, India’s current leadership, under Narendra Modi, and the Indian public, believe that the country is destined to be a global power.

In this APF Canada partnered event, Professor T.V. Paul will discuss the rise of India and what are the external and internal constraints in the pursuit of major power status that India must contend with. As Professor Paul will argue, the development of an inclusive, tolerant democracy that can utilize its most priced asset, the demographic dividend, will be essential for India to gain greater international status and influence in the 21st century.

About the Speaker

T.V. Paul is Distinguished James McGill Professor in the Department of Political Science at McGill University, a Fellow of the Royal Society of Canada, and a Distinguished Fellow at Asia Pacific Foundation of Canada. He also served as the President of the International Studies Association for 2016-17 and is the Founding Director of the Global Research Network on Peaceful Change. 

Paul is the author or editor of 24 books and over 80 scholarly articles/book chapters in the fields of International Relations, International Security, and South Asia. His books include The Unfinished Quest: India’s Search for Major Power Status from Nehru to Modi, Restraining Great Powers: Soft Balancing from Empires to the Global Era, and The Warrior State: Pakistan in the Contemporary World. Paul currently serves as the editor of the Georgetown University Press book series: South Asia in World Affairs.

Il a été vice-ministre des Affaires étrangères de 2020 à 2022, secrétaire général adjoint du Conseil de sécurité nationale (2016-2017) et secrétaire général adjoint du Bureau du président (2016). Il a également été représentant auprès de l’Union européenne et de la Belgique, ambassadeur à Palau, représentant en Irlande et directeur général du département des affaires nord-américaines du ministère des Affaires étrangères.

The Vancouver Taiwanese Film Festival (VTWFF) is back this September! 

This live event will allow audiences to enjoy some of the latest, high-calibre Taiwanese films. 

2024 TWFF brings Taiwan to local audiences through four carefully curated films that span multiple topics and genres exploring the diversity of Taiwanese culture.

On behalf of the Japan International Cooperation Center (JICE), APF Canada is pleased to invite all Canadian Kakehashi Project alumni to the first virtual event of the 2024-25 program year: Lights! Drama! Action! – The Kuji Autumn Festival.

Dating back over 650 years, the festival is the largest in Iwate Prefecture and features large, highly decorated handmade floats paraded through the streets of Kuji. The event includes an introduction to Kuji City and the Autumn Festival, showcasing past festivals and floats. There will also be a live broadcast from the float decoration site, where you can see the intricate prep work in action.

This is an invitation-only event open to Japan-Canada Kakehashi Project alumni.

ABAC Canada/APF Canada, in partnership with ABAC Singapore and SG Tech, is co-hosting a digital innovation event on the sidelines of the third APEC Business Advisory Council (ABAC) meeting in Tokyo, Japan. 

The event brings together ABAC members, business leaders from 21 APEC economies, and members of the Digital Trust Advisory, a consortium of global visionaries, thought leaders, and luminaries who provide expert insights on technology, digital policy, and governance. Together they will discuss issues of digital trust, particularly in relation to AI regulation, commercialization, and its impact on people, business, and prosperity in APEC.  

Guests will hear a keynote address from The Hon. Minister Taro Kono, Japan’s Minister for Digital Transformation, participate in an expert AI-themed panel discussion, and a roundtable discussion with ABAC and Advisory Members to deliberate on critical digital ‘now and next’ priorities for APEC. 

The event will conclude with a statement to APEC Leaders and Ministers Responsible for the Digital Economy.

Le Pacifique Nord revêt une importance stratégique considérable pour le Canada et ses alliés. Le Canada est présent dans la région depuis de nombreuses années, contribuant à la paix et à la sécurité régionales par le biais de diverses formes d'engagement. La région du Pacifique Nord subissant d'importants changements stratégiques en raison de facteurs géopolitiques, environnementaux et technologiques, le Canada doit renforcer sa coopération avec ses alliés dans la région.

Cet événement se tient en marge de la conférence de planification annuelle organisée par les Forces maritimes du Pacifique, qui vise à coordonner les opérations futures avec les homologues des marines des « Five Eyes Plus ».  

Le panel réunira des spécialistes de la politique étrangère et des praticiens de la défense issus du gouvernement, de l'armée et du monde universitaire pour discuter des contributions du Canada en matière de défense et de sécurité dans le Pacifique Nord et des stratégies à mettre en œuvre pour poursuivre l'engagement.

Changing geopolitical environment and competitions among the great powers present new challenges for Mongolia’s pursuit of its third neighbour strategy, which aims to develop close political, economic, and cultural ties with developed democracies. 

The purpose of this dialogue, which started last year focusing on Indo-Pacific strategies and Mongolia, is to create a platform for members of the academic and policy communities of Mongolia and Third Neighbours to exchange views on the changing geopolitical environment and critically review challenges and opportunities.  

The first dialogue (June 2023) welcomed participants from Australia, Canada, France, Poland, South Korea, and the United States. This year's focus is on geoeconomics.

The Ulaanbaatar Dialogue on Northeast Asian Security (UBD) has been held regularly since 2014 to contribute to the establishment of a dialogue mechanism within the region. However, due to the pandemic, the conference was canceled in 2020 and 2021 and resumed in 2022. 

The international conference is not only in line with the Foreign Policy Concept of Mongolia but also highlights Mongolia’s historical tradition of multilateral co-operation efforts. The conference has been co-organized by the Ministry of Foreign Affairs and the Institute for Strategic Studies of the National Security Council of Mongolia. 

UBD2024 will be held in Ulaanbaatar from June 6-7, 2024. The conference consists of the following sessions:

Session One: Northeast Asian Security Challenges and Opportunities 
Session Two: Multilateral Cooperation in Northeast Asia 
Session Three: Climate change and Security challenges in Northeast Asia 
Session Four: Secure and affordable energy transition in Northeast Asia

Le webinaire du 23 mai, intitulé « L’Asie du Sud-Est et la structure indo-pacifique », a présenté les points de vue des experts Indu Saxena et Stephen Nagy, avec pour modératrice Vina Nadjibulla. La discussion s’est concentrée sur le livre récemment publié par les deux chercheurs, qui examine le rôle des pays d’Asie du Sud-Est au sein de l’Indo-Pacifique, compte tenu de la concurrence entre les États-Unis et la Chine dans la région. Mme Saxena, Ph. D., a expliqué que l’objectif de l’ouvrage était de présenter diverses perspectives régionales et a insisté sur les aspirations économiques et l’indépendance stratégique de l’Asie du Sud-Est. Le livre analyse comment ces pays équilibrent leurs relations avec les États-Unis et la Chine pour maintenir leur indépendance et satisfaire leurs intérêts nationaux, en s’appuyant sur des exemples tels que l’initiative chinoise « La Ceinture et la Route Â» (BRI) et le cadre économique indo-pacifique (IPEF) des États-Unis. 

M. Nagy, Ph. D., a présenté les principales conclusions de l’ouvrage, en soulignant la diversité de la région et l’importance de comprendre les dynamiques locales. Il a indiqué que si les déclarations publiques reflètent souvent la neutralité, l’influence de la Chine suscite des inquiétudes sur le plan privé. Il a mis l’accent sur la valeur des partenariats plus restreints, tels que la Quadrilatérale et AUKUS, pour assurer la sécurité régionale et les avantages publics. Il a évoqué l’engagement équilibré du Vietnam avec de multiples puissances mondiales et le sommet trilatéral des Philippines avec les États-Unis et le Japon pour montrer comment ces pays gèrent leurs positions stratégiques. 

La séance de questions-réponses a porté sur plusieurs questions régionales, notamment les engagements multilatéraux de l’ANASE et l’importance stratégique des petits partenariats. Mme Saxena a parlé de la position proactive des Philippines dans la mer de Chine méridionale et des défis auxquels l’ANASE est confrontée pour maintenir son unité en raison des intérêts divers de ses membres. M. Nagy a abordé la nouvelle politique méridionale de la Corée du Sud et sa présence croissante en Asie du Sud-Est, ainsi que les impacts complexes du conflit au Moyen-Orient sur les relations des États-Unis avec les pays d’Asie du Sud-Est à majorité musulmane. Les deux intervenants ont souligné l’importance accordée par la région à la sécurité économique et à la résilience, en plaidant pour des partenariats durables et fiables, en particulier dans le domaine de la sécurité énergétique et des minéraux critiques. La discussion s’est achevée sur un aperçu des recherches futures, y compris un deuxième volume qui traitera des stratégies d’alignement multiple et des tendances structurelles dans la région.

En tant que promotrice d’un « Indo-Pacifique libre et ouvert Â», l’Inde s’impose rapidement comme un partenaire vital pour les nations d’Asie du Sud-Est. Si les liens historiques et culturels étayent cette relation, les impératifs stratégiques découlant du besoin de faire contrepoids à la Chine, les relations économiques croissantes et la coopération maritime renforcent le rapprochement actuel. Le renforcement récent des liens en matière de défense, tels que les contrats d’armement avec l’Indonésie, les Philippines et le Vietnam, les exercices maritimes ANASE-Inde organisés conjointement par l’Inde et Singapour, et l’engagement de New Delhi à soutenir les Philippines face à l’escalade des tensions en mer de Chine méridionale, témoignent d’une approche proactive de la politique étrangère face à la présence de plus en plus affirmée de la Chine dans la région. Il convient également de noter que New Delhi est passé de la politique Look East (« Regarder vers l’Est Â») à la politique Act East (« Agir ver l’Est Â») et que l’évolution de ses stratégies maritimes met davantage l’accent sur « l’Indo-Pacifique Â».

L’Inde cherchant à renforcer sa coopération avec les pays d’Asie du Sud-Est par le biais de diverses plateformes bilatérales, minilatérales et multilatérales, ce groupe d’experts, réuni conjointement par la Fondation Asie Pacifique du Canada et la Simon Fraser University se penchera sur la complexité de l’établissement de partenariats solides dans la région indo-pacifique, dans un contexte d’expansion des rivalités entre grandes puissances. L’objectif sera d’analyser et d’explorer les points de convergence entre la sécurité, les intérêts économiques et la poursuite d’un ordre international fondé sur des règles.

La réunion-débat sera également l’occasion d’examiner comment le Canada et d’autres puissances occidentales peuvent tirer profit d’un investissement dans l’Inde en tant que pont vers la région indo-pacifique. La puissance économique croissante de l’Inde, son influence stratégique dans la région de l’océan Indien et ses liens historiques et culturels avec les nations de l’Asie du Sud-Est la placent dans une position unique.  En outre, les puissances occidentales partagent avec l’Inde des intérêts et des valeurs en matière de promotion de la paix et de la sécurité dans la région indo-pacifique et de renforcement des possibilités de croissance économique et de prospérité.
